Update of Street Restrictions for Project Open Market

For two weeks beginning Thursday, April 3, the City of Indianapolis Department of Public Works (DPW) will implement significant lane restrictions on Washington Street and College Avenue.

Westbound Washington Street will be reduced to one lane from Southeastern Avenue to College Avenue and right turns from westbound Washington to northbound College will be not be permitted. Drivers impacted by the Washington Street lane closures should use Michigan Street (one-way westbound) or New York Street (one-way eastbound) as alternate routes.

College Avenue (one-way northbound) also will be reduced to one lane between Washington and Market streets. Drivers impacted by the College Avenue lane closures should use Delaware Street (one-way northbound) or East and New Jersey streets as alternate routes.

Additionally, Davidson Street between Washington and Market streets will be closed April 3 through April 16.

Ohio and Pine streets

Beginning April 1, the City of Indianapolis Department of Public Works will close Ohio Street just west of Herman Street to Pine Street and Pine Street between Market and Ohio streets. These streets are east of I-65/70. The closure will facilitate the relocation of utility lines and other work related to the new interstate interchange being constructed at Washington Street and the removal of the Market Street ramp.

DETOUR ROUTES
Drivers impacted by the Pine and Ohio Street closures should take:

  • Arsenal Avenue north to Michigan Street, west to East Street, south to Market Street. (Market Street has two-way traffic, back to College Avenue).
Note: Temporary double yellow striping will be installed for two-way traffic on Ohio Street between Herman Street and Arsenal Avenue for local traffic only. Additional signage on the cross streets will be installed to notify drivers of the conversion to two-way traffic.

INFRASTRUCTURE IMPROVEMENTS
A portion of Ohio Street and all of Pine Street will be replaced after new storm drainage infrastructure, curbs, sidewalks and pavement are installed. Completion of Ohio and Pine Street improvements is expected in late June, however the closure may remain in place due to additional upcoming sewer and drainage work in the area.

PROJECT OPEN MARKET
The improvements to Pine and Ohio streets are part of Project Open Market, a city initiative to spur investment and create economic opportunity on the Near-eastside by removing the Market Street I-65/70 interstate ramp and building a new interchange along East Washington Street. The multi-million dollar project, financed mostly through federal grant dollars, will "open up" Market Street for new business opportunities and create a more pedestrian friendly corridor that will better connect the Near-Eastside to Downtown Indianapolis.

Please plan your travel through Downtown accordingly.
